Emmanuel Digman, a dedicated resident of Curtis Bay, is committed to serving District 46. With a background as a military veteran and civil servant, he actively engages in community initiatives.
His education includes a Master's degree in Strategic Intelligence, a Bachelor's in both Computer Science and Mechanical Science, and an Associate's degree in Engineering. Over a long career, he built and led weekly mentoring sessions for new engineers, worked as a technical recruiter for his agency, and led teams that streamlined procedures and problem resolution. He also led the effort to establish a Key Management Infrastructure (KMI) funding approval process across his agency — work that sped up both documentation and funding for critical projects.
Since retiring, he has carried those same skills into his community: his neighborhood association, local veterans' groups, and his church.
THE CASE FOR A CHANGE
District 46 has been represented by the same party's leadership for well over a decade. Emmanuel believes South Baltimore deserves a Senator focused on public safety, government accountability, and the cost of living — not just seniority in Annapolis. He's running to bring a working engineer's discipline and a veteran's sense of duty to the State Senate.
