About Emmanuel

Emmanuel Digman lives in Curtis Bay and serves as a member of the Baltimore City Republican Central Committee.  Emmanuel is a veteran, an active member of his church and community and a retired civil servant.  His education includes a Masters Degree in Strategic Intelligence along with a Bachelor’s in both Computer Science and Mechanical Science and an Associate Degree in Engineering.  His work background has provided him with a variety of experience and leadership that will bolster the effectiveness of the City Council.  He established and lead weekly group mentoring sessions for new engineers, served as a technical recruiter for his agency and facilitated teams that provided tools and recommendation to improve procedures and process optimal problem resolution.  Additionally, he mentored others on Corporate Leadership by preparing and delivering topical briefings as well as leading efforts to establish a Key Management Infrastructure (KMI) funding approval process across his agency, which lead to expediting both documentation and funding of projects.  He has carried these skills into retirement with his involvement in his community association, the local veterans groups and his church.  Emmanuel is a proven leader with skills that will take Baltimore City into a better future. 

A message from Emmanuel Digman

 

     My heart goes out to those impacted by the recent tragedies from Florida to North Carolina. The devastation of losing homes and loved ones is unimaginable. Having personally experienced loss 30 years ago when a house fire took everything from me, I know how it feels to start over. But I also know how powerful community can be—neighbors stepped up and gave me shelter, food, and support until I was back on my feet. I’ll never forget that generosity.In the aftermath of Hurricane Katrina, 20 years ago, I dedicated two weeks to food distribution with the American Red Cross. I’ve seen the overwhelming toll disaster takes on communities, and it has stayed with me. That’s why I’m eager to help the people in North Carolina now, but my priority is clear—I must remain focused on Baltimore City and this critical election for City Council President.I am Baltimore’s best hope for change. Together, we can end the one-party control that’s held our city back. I am committed to fixing what’s broken, making Baltimore safer, more prosperous, and a better place for all of us.After Election Day, I will be heading to North Carolina to lend a hand. But right now, Baltimore needs me, and I need your vote to make real, lasting change. Let’s rebuild Baltimore together.
